The Roxor has a four-wheel-drive, and the newly designed model has shorter axle ratios that improve its off-road performance.
Roxors are not considered street legal since they can’t go faster than 55 mph. However, some states have different laws.

The Roxor Lawsuit
Not long after the Roxor was released, the Jeep brand owner, Fiat-Chrysler Automobiles, filed a lawsuit against Mahindra Automotive for the Roxor design and its similarities to the Jeep brand.
In June 2020, the International Trade Commission ruled in favor of Fiat Chrysler Automobiles.
Currently, all production and sales of the Roxor have been halted, and Mahindra Automotive is in the process of redesigning the Roxor.
Off-Roading Regulations By State
Off-roading rules and regulations are meant to keep drivers safe and to minimize the effect utility vehicles have on the environment.
State laws for using off-road vehicles are generally consistent across the board, but laws at the county level may vary.
State laws mandate speed limits, registration requirements, and which areas or trails are off-limits or open for off-road riding.
There may be different age requirements to drive the Roxor in some places.
Some states may even require people to complete safety courses before operating an off-road vehicle like it.
However, it is illegal in all states to use off-road vehicles while under the influence.

Alabama
The Roxor cannot be registered in Alabama and is not intended for use on public roadways.
Alaska
The Roxor is considered unsafe for public road use.
It also cannot be registered with the Department of Motor Vehicles since it does not meet federal safety requirements.
However, there are some instances when using a Roxor is allowed on established roadways.
Off-road vehicles are allowed on public roads when highways are closed down due to inclement weather, crossing a bridge (must be done on the right-hand edge and cannot interfere with other traffic), and crossing a road (must be at a right angle to the road).
Arizona
Off-road vehicles can and should be registered in Arizona.
Residents can also get a title, license plate, and decal for their utility vehicles.
The Roxor can be street legal if it meets the safety and equipment requirements, such as having brake lights, headlights, rearview mirrors, rear reflectors, horn, muffler, and fuel tank cap.
Arkansas
Residents are required to register their off-road vehicles, but registration does not have to be renewed.
Off-road vehicles are also not required to pass safety inspections or require certain equipment.
Roxors are allowed on public roadways when needing to cross the street, when used by someone with a serious walking handicap, or when used for hunting and farming and needs to move from one field to another.
California
The Roxor is street-legal in California with some stipulations.
First, drivers using the Roxor must have a driver’s license and wear a helmet while operating the vehicle.
Secondly, off-road vehicles have to meet certain safety and equipment requirements.
Overall, the Roxor can be used on highway sections three miles or less long and are designated for highway legal and off-highway vehicles.
The Roxor is also allowed to crossroads perpendicularly.
Colorado
Residents are required to register their off-road vehicles.
Unless being used on a road designated for off-highway vehicle use, off-road vehicles are not considered street legal.
Some such roads are in the National Forest, but most are in smaller towns.
Be sure to check local jurisdiction to see if using off-road vehicles like the Roxor is allowed before proceeding.
Connecticut
You must register your off-road vehicles in the state of Connecticut.
Off-road vehicles are allowed on public roads for only one instance, which is when crossing the street perpendicularly.
Delaware
In Delaware, they require residents to register their off-road vehicles.
Drivers and passengers must wear helmets. Off-road vehicles are not allowed on public highways or roads.
If a private property owner gives permission, only then can you use off-road vehicles.
Florida
Off-road vehicles do not have to be registered, but they do need to have a title.
For the most part, in Florida, off-road vehicles are allowed on unpaved roads where the speed limit is less than 35 mph.
However, some counties may designate certain roadways for off-road vehicle use only.
Georgia
According to the Georgia Department of Public Safety, local governing bodies hold the authority on whether off-road vehicle use is allowed and which roads are designated for such use, so rules will vary by city.
Get in contact with local Georgia authorities to make sure your Roxor is considered street legal.
Hawaii
Utility vehicle use is allowed in Hawaii if used as farm equipment; if used in areas with a population of less than 500,000 when traveling between properties zoned for agriculture, and on two-lane roads with a speed limit 35 mph or less.
Utility vehicles are allowed on roads during daylight hours, and helmets are required when riding or driving.
Idaho
Side-by-sides require some modifications to be made street legal in Idaho, such as adding turn signals and a muffler.
Although side-by-sides are not permitted on highways, they can be used on public roads, so long as they meet the safety requirements, are registered, and are operated by someone with a valid driver’s license and insurance.
Illinois
Off-road vehicles are not allowed on highways or roads unless crossing a road perpendicularly or when crossing where a highway intersects with another road.
So if you’re in Illinois, getting a Roxor would be a bad idea.
Indiana
Off-road vehicles must be registered before you can operate them on public roads.
Drivers must have a valid driver’s license.
Off-road vehicles are allowed to cross public highways and on the right-of-way adjacent to highways, so long as there’s no risk of endangering someone else.
However, some counties have individual laws, so drivers should check local rules before riding.
Iowa
Residents are required to register off-road vehicles.
Local counties have the authority to designate which certain areas off-road vehicles are allowed.
If you have a Roxor and live in Iowa, keep a lookout for designated areas to drive it.
Kansas
All off-road vehicles must be registered in the state of Kansas.
Utility vehicles may be used to cross a highway or for agricultural purposes.
If crossing a highway for agricultural purposes, the posted speed limit must be 65 mph or less.
Kentucky
Utility vehicles don’t have to be registered, but they do have to be titled.
Utility vehicles are allowed on two-lane public highways if they’re being used for agricultural purposes or if you’re crossing perpendicularly.
Otherwise, utility vehicles are not permitted on public roads or highways.
Louisiana
Utility vehicles are required to be insured, titled, and registered in Louisiana.
Utility vehicles are allowed on the shoulder of public roads during the day, between 30 minutes after sunrise and 30 minutes before sunset, and may be used to cross roads or highways.
Utility vehicles may be used on public streets if crossing an area with a speed limit of 35 miles per hour or less.
Utility vehicles may also be used on the shoulders of roads and highways for agricultural purposes, so long as it’s within a five-mile radius of your farm.
Maine
Off-road vehicles must be registered annually.
Off-road vehicles are not permitted on highways or roads unless in an emergency situation where the only vehicle able to withstand the weather conditions is an off-road vehicle like the Roxor.
Maryland
Utility vehicles are required to be titled and registered annually in Maryland.
Utility vehicles are not permitted on park trails unless being used for maintenance or construction.
So if you’re in Maryland, make sure you adhere to these rules, and you should be all set to drive your Roxor around.
Massachusetts
In Massachusetts, all off-road vehicles must be registered.
Off-road vehicles are not permitted on public roads or highways.
So have fun off-roading, but don’t take your Roxor onto the streets unless you want legal repercussions.
Michigan
Off-road vehicles must be registered in the state of Michigan.
Also, so long as off-road vehicles meet the safety requirements, they may be used on highways and public roads.
Feel free to drive your Roxor all over Michigan!
Minnesota
Utility vehicles are not permitted on public roads unless the local government says otherwise.
Utility vehicles must stay on the shoulder of roads.
Unless you’re really special and get permission from your local government, your Roxor must stay off of the main roads and highways.
Mississippi
Utility vehicles cannot be made “street legal” in Mississippi.
They are not permitted on highways or public roads.
So, much like other states on this list, you can enjoy your Roxor in private and off-road, but not on the street-legal roads.
Missouri
Utility vehicles may be on highways for agricultural purposes between sunrise and sunset or within city limits if the local government allows it.
When using any utility vehicle, it must remain under 30 mph.
So you may hold up traffic, but you can drive your Roxor around as long as you obey the speed limit.
Montana
Off-road vehicles must meet safety and equipment requirements in order to be used on public roads in Montana.
Rules and restrictions vary from city to city, so be sure to check with the local government before taking a utility vehicle out.
Nebraska
Utility vehicles are required to be titled in Nebraska.
Utility vehicles are permitted on streets outside of city limits if being used for agricultural purposes or within city limits if the local government allows it.
Utility vehicles can only be used during the day between sunrise and sunset and cannot exceed a speed of 30 mph.
Nevada
Operating off-road vehicles on public roads is not permitted unless otherwise specified by local authorities.
If you get permission from your local authority and live in Nevada, it’s possible for you to drive your Roxor on the street, but it’s best to just keep it off the roads.
New Hampshire
Off-road vehicles are not permitted on public roads unless otherwise specified.
Much like other states, New Hampshire decided Roxors belong off-road only.
So you can still have one, just don’t try to drive it on the roadways.
New Jersey
Utility vehicles are not permitted on public roads in New Jersey.
So, unfortunately, Roxors are also not street legal in New Jersey.
New Mexico
Rules and restrictions vary between local ordinances if utility vehicles are permitted on paved roads or not.
Check with local authorities to find out the most updated information.
New York
Utility vehicles must be registered in the state of New York.
Utility vehicles may not be used on public roads or highways unless crossing perpendicularly or unless designated by state or local authorities.
North Carolina
Off-road vehicles are not permitted on highways or public roads, except when crossing that highway or road.
Drivers must wear a helmet and eye protection when operating an off-road vehicle like the Roxor on public roads.
North Dakota
Off-road vehicles may not operate on the shoulder of any highway.
Off-road vehicles may only operate along the bottom of the ditch or along the highway’s out slope.
So, technically a Roxor would be allowed near the road, but not really on it.
Ohio
You may use utility vehicles to cross highways.
Local jurisdictions may vary on using off-road vehicles on public roads.
It’s best to check with your local authorities to get the most up-to-date information and make sure you’re abiding by the law.
Oklahoma
You cannot use utility vehicles on public roads in Oklahoma unless the road is in an unincorporated area with a maximum speed limit of 25 mph or the road is located in a state park.
Utility vehicles may be used to perpendicularly crossroads or highway.
Oregon
Utility vehicles are not street legal in Oregon.
This state would make for a beautiful off-roading experience, but trying to drive your Roxor home on the street would not bode well for you.
Pennsylvania
Use of off-road vehicles on public roads or highways in Pennsylvania is currently illegal.
The only exceptions are in cases of emergency and with the permission of the Department of Transportation.
Rhode Island
Utility vehicles are only permitted on highways when crossing perpendicularly.
Obviously, this isn’t the only state to have this law.
South Carolina
Unfortunately, South Carolina has very clear ATV laws, but not utility vehicle laws.

South Dakota
Utility vehicles cannot be used on highways in South Dakota, unless crossing, but can be registered as a motorcycle if it meets the state safety and equipment requirements.

Off-road vehicles are not permitted on highways in Tennessee.
You may drive off-road vehicles on certain roads if they meet the state safety and equipment requirements and are registered.
Texas
Utility vehicles may cross highways or roads but otherwise are not permitted on public highways or roads.
You may also use utility vehicles on public roads for agricultural purposes.
Utah
So long as an off-road vehicle meets the necessary state requirements, it can be registered and used as a street-legal utility vehicle in Utah.
Vermont
Utility vehicles are not permitted on highways or public roads unless allowed by local jurisdiction.
Virginia
Using off-road vehicles on public roads or highways is prohibited unless authorized by local authorities.
If you have a unique situation, you can try to get authorization, but otherwise, it’s best to keep your Roxor off of public roads.
Washington
Utility vehicles are allowed on non-highway public roads with a speed limit of 35 mph or less.
As long as you abide by the speed limit, drive carefully, and stay off of the highway, your Roxor is perfectly legal in Washington state.
West Virginia
Utility vehicles are not allowed on highways or roads other than two-lane or single-lane roads without a centerline.
Drivers cannot exceed 25 mph with their utility vehicles.
Wisconsin
Utility vehicles may be registered for agricultural use and used on public roads for agricultural purposes.
Other than that, utility vehicles are very restricted on-road use.
Rules may vary by county, so be sure to check with local authorities before driving.
Wyoming
Off-road vehicles are required to be registered, titled, and street legal (meet state safety and equipment requirements) in order to be used on public roads.
